Owen Sound Mayor and Council Candidate Questionnaire
by Andrii Zvorygin 15 Sep '26

15 Sep '26

Hello, I’m inviting certified candidates in Owen Sound’s 2026 municipal election to complete the HelpOS Mayor and Council Candidate Questionnaire: https://helpos.ca/vote/council/questionnaire The questionnaire contains 18 core questions covering City finances and accountability, public participation, infrastructure and transportation, housing, community safety, homelessness, and local resilience. It takes approximately 15 minutes to complete. For each issue, candidates can select: • Broadly support • Support with qualifications • Broadly oppose • Undecided Each question also includes space for an explanation or qualification, giving you an opportunity to describe your own approach, priorities, conditions, or preferred implementation. Please use the official candidate email address listed with your certified candidacy. After submission, HelpOS will email you a complete courtesy copy. Your response is then scheduled for publication after a 24-hour review period, giving you time to request a correction or raise any concern about the submission. Published responses become attributable evidence used in the Mayor and Council Candidate Comparison: https://helpos.ca/council/compare Questionnaire responses can help clarify your positions, fill gaps in the available evidence, and increase the amount of documented information available to residents. Relevant responses may also be linked from individual comparison issues so residents can read your position in your own words. Thank you for taking the time to help Owen Sound residents make an informed choice. Andrii Zvorygin Candidate for Mayor of Owen Sound andrii(a)zvorygin.ca

Free interview opportunity for Owen Sound council and mayor candidates
by Andrii Zvorygin 08 Sep '26

08 Sep '26

Hello Owen Sound council and mayoral candidates, I am sharing this with the full council and mayoral candidate mailing list because James from OS Auditing is offering free interviews to Owen Sound candidates. James should already have sent you an invitation, so please follow up with him if you are interested or missed the message. Research helps explain why this opportunity matters. Canadian municipal elections commonly take place without party labels, alongside modest turnout and limited candidate information. A 2018 study of Toronto’s mayoral election found that most respondents evaluated candidates through performance and issues, while about 17% used explicitly ideological reasoning. A Quebec study of more than 3,200 municipal electors found that respondents who reported greater knowledge of candidates and their platforms were also more likely to report voting. Other election experiments have found that relevant candidate experience carries greater weight when party labels are absent. This research supports giving residents clear, accessible opportunities to learn about the people seeking public office. Candidates who explain their platforms, experience, preparedness, and approach give voters stronger information for comparing the choices on their ballot. With only a short election window, every candidate needs to make an effort to get their name and voice in front of the public. An interview can help you introduce yourself, explain why you are running, and show residents how you would approach the responsibilities of office. James has a relaxed, easy-going interview style. He will ask why you are running, what your platform is, and a few friendly follow-up questions. The conversation is straightforward and welcoming. His interviews can reach hundreds or thousands of viewers through Facebook and his YouTube channel, giving candidates a useful opportunity to distinguish themselves across the field. You can contact James at: James j3669846(a)gmail.com He can also be reached through Facebook: https://www.facebook.com/profile.php?id=61560033124320 I encourage both council and mayoral candidates to take advantage of this opportunity. A better-informed electorate benefits every candidate and the whole community. Kind regards, Andrii Zvorygin Candidate for Mayor of Owen Sound

Clarification about the HelpOS candidate information and comparisons
by Andrii Zvorygin 05 Sep '26

05 Sep '26

Hello everyone, Recent correspondence suggests there may be some uncertainty about how the HelpOS candidate directories and comparisons work. Since this candidate list is publicly archived, I want to provide a straightforward clarification for mayoral candidates, Council candidates, and residents following the election. HelpOS provides four related candidate-information and comparison resources: * Mayor candidate directory <https://helpos.ca/mayor>: Comparable profiles of every registered mayoral candidate, including registration, background, public positions, contact information, and sources. * Council candidate directory <https://helpos.ca/council>: Comparable profiles of every registered Council candidate, including background, priorities, public record, contact information, and sources. * Mayor role and experience comparison <https://helpos.ca/mayor/role-and-experience>: A sourced assessment of candidates’ preparation for City Council, Grey County Council, and the mayor’s distinct statutory responsibilities. * Mayor and Council issue comparison <https://helpos.ca/council/compare?sort-mayor=information&sort-council=infor…>: Separate mayoral and Council charts comparing documented positions on current municipal outcomes. Together, these pages provide several ways to examine the candidates: basic directory information, relevant background and public records, preparation for the responsibilities of each office, and documented positions on issues raised during the election. Each resource has its own stated purpose and should be understood within that scope. *Publisher disclosure* I maintain HelpOS and am a registered candidate for Mayor of Owen Sound. This is disclosed prominently on the comparison page. HelpOS contains both clearly identified candidate-published campaign pages and source-based civic information pages covering every registered candidate. The directories and comparison use the same published evidence rules for all candidates, including me. *Three kinds of content* The candidate information is divided conceptually into three categories: 1. *Public facts and records:* Registration, previous elected service, professional background, Council activity, public statements, and other verifiable information. 2. *Attributed summaries:* HelpOS describes candidates’ publicly expressed positions in original wording and links to campaign publications, questionnaires, interviews, Council records, or other sources. 3. *HelpOS analysis:* The comparison applies its published methodology to the evidence. Analytical judgments are HelpOS commentary, with the publisher and methodology disclosed. Candidate statements remain attributed to the candidate. Copyright in a photograph, graphic, or particular passage is separate from the facts it depicts or communicates. A candidate may hold rights in the creative expression of campaign material, while the underlying biographical facts, public actions, policy positions, and other verifiable information remain factual material that can be reported and summarized in original wording. HelpOS therefore treats photographs, copied campaign prose, graphics, and other creative works separately from public facts. It uses original summaries and source links wherever practical, and a rights holder may identify a specific copied creative work for prompt review. *How the evidence model works* Each column describes a municipal outcome and the elements used to assess it. Different credible approaches can fully satisfy the same outcome. Expanded entries explain each candidate’s own method, conditions, and implementation details. The symbols describe the documented relationship between a candidate’s published position and the stated outcome: * ✓ indicates documented support for the outcome and its core elements. * ≈ indicates qualified or partial support, a shared goal with conditions, or an unresolved element. * × indicates documented opposition to the outcome or a central element. * ? indicates that sufficient published evidence has yet to be located. Evidence coverage measures how much published information is available. Candidate quality and the final voting decision remain with each voter. Assessments depend solely on attributable evidence and the published methodology. Candidates can improve the accuracy and completeness of their entries by submitting additional sources or qualifications. *Why the mayoral comparison examines several domains* The mayoral criteria follow the legal structure of the office. Section 224 of Ontario’s /Municipal Act, 2001/ establishes Council’s responsibilities for public representation, policies and programmes, municipal services, accountability, transparency, and financial integrity. Sections 225 and 226.1 establish additional duties for the mayor as head of Council and chief executive officer. These include chairing meetings, providing Council leadership, representing the municipality, promoting public involvement, and supporting the community’s economic, social, and environmental well-being. Owen Sound’s mayor also serves on Grey County Council. Grey County Council consists of the mayor and deputy mayor from each of its nine member municipalities. County decisions affect housing and homelessness services, Ontario Works, child care, paramedic services, long-term care, County roads, planning, and economic development. Owen Sound is also subject to Part VI.1 of the /Municipal Act, 2001/. The strong-mayor provisions include responsibilities involving the budget, senior administration, organizational structure, committees, and provincial-priority matters. Section 284.16 assigns preparation of the proposed municipal budget to the mayor. Owen Sound’s 2026 budget direction confirms that the budget duty remains personally with the mayor and is ineligible for delegation. This is why the mayoral comparison separately examines City Council responsibilities, County responsibilities, and the distinct statutory duties of the mayor. Official references: * Ontario Municipal Act, 2001 <https://www.ontario.ca/laws/statute/01m25> * Ontario Municipal Councillor’s Guide <https://www.ontario.ca/document/ontario-municipal-councillors-guide/1-role-…> * Grey County Council composition <https://www.grey.ca/government/council-meetings-administration/county-counc…> * City of Owen Sound: Strong Mayor Powers <https://www.owensound.ca/city-government/council-and-mayor/strong-mayor-pow…> * Owen Sound’s 2026 mayoral budget direction <https://www.owensound.ca/media/lkipdgbw/mdi-2025-001-2026-operating-budget.…> *Why Council candidates have their own criteria* Owen Sound voters choose up to seven Councillors. The Council comparison therefore has its own criteria corresponding to the collective responsibilities assigned to Council under section 224 of the /Municipal Act, 2001/. The nine current outcomes cover transparency, public participation, local representation, housing, sustainable savings, transit, community safety, water and wastewater services, and the local economy. These subjects reflect matters within municipal authority and issues raised during the 2026 election through: * Conversations with residents at their doors and in public forums * Candidate campaign materials and interviews * Council records and previous election statements * The HelpOS candidate questionnaire * The Concerned Owen Sound Taxpayers questionnaire Residents have raised questions about property taxes, service costs, communication with City Hall, participation before decisions, housing affordability, homelessness and public safety, transit reliability, water and wastewater rates, development, and the ability of residents and young people to remain in Owen Sound. The comparison translates those concerns into assessable public outcomes. Candidates may reach those outcomes through different policies, partnerships, service models, timelines, or implementation plans. *Legal background and where HelpOS fits* Canadian copyright guidance explains that public facts are separate from the creative wording, photographs, or graphics used to communicate them. Facts may be reported in original wording, while copyright protects the particular creative expression. (Canadian Intellectual Property Office <https://ised-isde.canada.ca/site/canadian-intellectual-property-office/en/g…>) Canadian law also permits fair use of copyrighted material for purposes such as reporting, criticism, or review when the use is fair and the source is credited. (Copyright Act, sections 29.1 and 29.2 <https://laws-lois.justice.gc.ca/eng/acts/c-42/page-6.html>) In CCH Canadian Ltd. v. Law Society of Upper Canada, 2004 SCC 13 <https://decisions.scc-csc.ca/scc-csc/scc-csc/en/item/2125/index.do>, the Supreme Court of Canada described fair dealing as a user’s right. In Grant v. Torstar Corp., 2009 SCC 61 <https://decisions.scc-csc.ca/scc-csc/scc-csc/en/item/7837/index.do>, the Court recognized protection for responsible communication about matters of public interest. In WIC Radio Ltd. v. Simpson, 2008 SCC 40 <https://www.canlii.org/en/ca/scc/doc/2008/2008scc40/2008scc40.html>, it confirmed protection for fair comment when an opinion concerns a public matter and is grounded in established facts. HelpOS follows this framework by: * Publishing factual election information about every registered candidate * Writing original summaries of publicly expressed positions * Attributing statements and linking to their underlying sources * Separating candidate statements from HelpOS analysis * Explaining the methodology used for analytical classifications * Providing a visible publisher disclosure and correction process * Reviewing specific requests concerning copyrighted photographs or other creative works Municipal candidates’ qualifications, public records, and policy positions are matters of direct public interest during an election. HelpOS reports those facts, gives readers access to the supporting evidence, and presents any analytical conclusions as disclosed HelpOS commentary. The legal authorities above explain how factual reporting, fair use, responsible public-interest communication, and fact-based comment can coexist with copyright protection for photographs, graphics, and original campaign wording. These protections depend on fairness, accurate sourcing, attribution, and a clear distinction between verified information and analytical opinion. HelpOS applies those safeguards so residents can compare candidates using documented information while each candidate’s creative work remains a separate copyright consideration. Every candidate is welcome to submit factual corrections, important qualifications, platform statements, websites, interviews, or additional sources to |andrii(a)zvorygin.ca|. Two questions on geographic representation
by Andrii Zvorygin 04 Sep '26

04 Sep '26

Hello fellow Owen Sound candidate, People on Reddit and other local online spaces are already using helpos.ca/council <https://helpos.ca/council> to research candidates. It has become the most detailed Owen Sound candidate information source I am aware of. Thank you to the candidates who took the time to answer the COST questionnaire. Those responses have substantially improved the candidate profiles and helped fill out the new issue-based comparison <https://helpos.ca/council/compare?sort-mayor=information&sort-council=infor…>. The largest remaining gap concerns local representation. While speaking with residents at their doors, I often hear that they struggle to see the local results of their property taxes, receive limited follow-through from City Hall, or lack a clearly identified councillor responsible for their area. Residents also raise recurring concerns involving traffic, roads, lighting, safety, cleanliness and damaged infrastructure. My proposal would keep all seven councillors elected at large. After the election, each councillor would also take primary responsibility for one geographic ward of roughly 3,000 residents. Each ward would have about 10 Local Representatives, each connected with roughly 150 households. The Ward Councillor could meet with them for approximately one hour each month and participate in a public ward mailing list. Local Representatives would help carry civic concerns through City Hall and organize suitable voluntary projects, such as neighbourhood watches, cleanups, traffic-calming requests, approved signs and opt-in camera coordination with privacy protections. Local Representatives could receive living-wage compensation for approved and logged liaison work. Shared-stewardship activities would remain voluntary, with professional and municipal responsibilities protected. Could you please answer: 1. *If elected, would you be willing to take primary responsibility for one geographic ward while continuing to represent the whole city?* 2. *Would you support working with Local Representatives through a monthly ward meeting, ward mailing list and appropriate shared-stewardship activities?* You can reply to each with: *Yes / Yes, with conditions / No / Need more detail* One or two sentences are enough. Modified approaches are welcome. Read the complete Ward and Local Representation Plan <https://helpos.ca/mayor/neighbourhoods> Your response will be treated as on the record for the candidate comparison unless you indicate otherwise. If possible, please reply by September 11. I will send a separate brief follow-up to candidates whose Open Council position remains unclear. That concerns a searchable public written channel between in-person meetings, with decisions made at formal Council meetings. Recovering Addict Presentation - Aug 28
by Andrii Zvorygin 26 Aug '26

26 Aug '26

Hi fellow candidates, In lieu of a candidates’ social this week, Anne Finlay-Stewart has likely already invited you to the Harmony Centre event this Friday, August 28, starting at 6:30 p.m. The presentation is on one of the most pressing issues for Owen Sound voters, drug addiction and recovery, and it will also be a good opportunity to meet other candidates and constituents before and after the event. poster I know for some it may be short notice, but for those who can make it, should be worth it. See you there. Thanks, Andrii Zvorygin -- Owen Sound Candidates 2026 This is a public discussion list for registered 2026 candidates in Owen Sound. Reply sends your response to the original sender. Hello fellow candidate, We used to have weekly candidate socials but now there are too many to fit, so we'll have to organize an outdoor candidate social in a couple weeks. Thank you Mike Seiler and Angela Stow for stopping by to introduce yourselves last week. As well as follow ups from David Adams and Thomas Arakal. All-Candidates Social — Thursday, August 13
by Andrii Zvorygin 11 Aug '26

11 Aug '26

Hi everyone, I thought it might be nice to have an informal Owen Sound all-candidates social this Thursday, August 13, from 5:30–6:30 pm at 254 8th Street East. The idea is simply to give candidates for Mayor, Deputy Mayor, and Council a chance to meet one another, make brief introductions, and have some informal conversation. No debate or formal agenda, just an opportunity to get to know the other people running and hopefully contribute to a friendly and constructive election. There is no need to stay beyond 6:30, and anyone who can only drop in for part of the hour is welcome as well. Thursday, August 13 5:30–6:30 pm 254 8th Street East, Owen Sound Hope to see some of you there.
